Depends — hot or cold smoked?
Smoking is a form of cooking.
Were I work the majority of the meat is smoked.
Cold smoking is when the item is smoked at lower temp.For greater length time.

I could be wrong but I think ceviche is also considered cooked because the acids in the citrus ‘cook’ the fish. Perhaps this could be a good follow-up poll.
I thought about ceviche when I was doing this post.
Ok. I guess I’m proven wrong. Smoked = cooked!
