They are the highest clouds and are usually present when the weather is cold. They indicate that the weather should be cold and clear for the near future. Why do I know this? Because I was a nerd when I was 5 and taught myself how to read by reading World Book Encyclopedia. I still remember most of the useless knowledge I learned back then.
