sean, i got an email from a reader that explains the clock in detail: 

&quot;The building above the numbers is 200 Water Street. I lived there for one and a half years as an NYU Film student, as 200 Water Street is currently a gigantic NYU dorm. Yes,
they&#039;re everywhere. 

The numbers are a calendar AND a clock, but it&#039;s hard to tell much of the time, because many of the bulbs are blown, and it often doesn&#039;t even work correctly. Here&#039;s how it&#039;s supposed to work:

The top row of numbers goes from 1 to 12. That&#039;s the hour AND the month. The hour lights in white, the month in red. 

The rest of the numbers go from 00 to 59. That&#039;s the minutes AND the day  The minute lights in white, the day lights in blue. 

So, if you&#039;re there at, lets say, November 5th, 2003 at 6:30pm, it should look like the following:  The top row should be lit up with a red 11 and a white 6. The other numbers should be 05 in blue and 30 in white.&quot;</description>

		<description>The lit up numbers on the sign at water street are a clock. The current hour, minute, and seconds are all lit up in different colors. I&#039;m guessing you were there sometime around five o&#039;clock and that some of the bulbs are burnt out.</description>
